Job Description
The Accountant will perform general accounting, treasury operations, and financial analysis functions within the Business Operations division; supervise Accounts Receivable Specialist and Cashier; and provide administrative support to the Controller and the Vice President of Administrative Services. This position will also meet all the legal, reporting and accountability requirements of a public community college in the state of Iowa.
This position is a full-time position (261 work days per year); with an annual starting salary of $60K.
Benefits include medical, dental & vision insurance, $50,000 life insurance, long-term disability, paid sick leave, 15 days’ vacation, paid spring and holiday breaks and participation in IPERS or TIAA - CREF retirement plan.
The Accountant will abide by the employment contract and relevant policies and guidelines of the Board of Trustees.
Essential Duties Summary
Responsibilities include but are not limited to:
Provides financial information for College administration and staff.
Monitors cash flow requirements and investments; processes journal entries and fund transfers; reconciles bank statements and accounts receivables on a monthly basis.
Oversees and performs receipt of student payments via various payment platforms.
Assists students with payment of accounts, payment plans; monitors delinquent accounts.
Responsible for updating SCC credit tuition and refund billing tables annually.
Provide documentation and serve on the Special Appeals Committee.
Initiate state and federal payroll tax transfers
Review of un-cashed checks to ensure compliance with 240 day rule for un-cashed Federal Funds, prepare annual report of un-cashed checks for SCC Board and State of Iowa Treasure Hunt.
Perform bookkeeping duties, prepares financial statements for third party entities where SCC is a fiscal agent, including but not limited to, Iowa Community College Online Consortium ( ICCOC ), College County Fair Service Agency ( CCFSA ) and Insurance Management for Area Community Colleges ( IMPACC ); reconciles bank statements, prepares audit information, and works with external audit team(s) for third party entities.
Record, balance, and prepare cash flows for Iowa New Jobs Training ( INJT ) program accounts monthly and for annual audit.
Supervise and provide backup job duties for Accounts Receivable Specialist and Cashier.
Coordinate Vocational Rehabilitation student sponsorship activity.
Oversee processing of Veterans Affairs Chapter 33 (VA33) funds.
Knows and complies with institutional, state, and federal governmental fund accounting, auditing, and reporting requirements.
Learn, apply and role-model all SCC policies and procedures, including but not limited to the strategic goals and expectations of accountability within the Business Office.
Embrace and support constructive change; work efficiently and effectively to improve Business Office services, processes and related college operations.
Provide leadership toward building a positive team working environment within the Business Office and across the institution; treat others with respect and compassion as a representative of SCC .
Apply ethical standards to work situations; make work decisions in accordance with SCC’s values and goals; show respect and sensitivity for cultural differences and promote a harassment-free environment.

Create or modify processes, policies and procedures as required due to changes in federal, state or institutional regulations.
Hire, train, supervise and evaluate staff as appropriate.Other duties as assigned.
Required Qualifications
Bachelor’s degree and minimum of 5 years of experience in related field required. Work experiece in a community college setting preferred.
Must be a self-starter with a competitive spirit and desire to excel with a minimum of 5 years of proven leadership, planning and supervisory experience preferred. Supervisory experience would include supervision of staff, general ledger processes, monthly and annual closing of the accounting records on a timely basis.
Competency with computer software applications specifically Microsoft Office programs; ability to learn and develop competency in SCC’s administrative software (Ellucian). Proven ability to manage and organize a computer based data system for processing, storing and retrieving of records.
Must be detail-oriented with strong analytical, evaluative, problem-solving and organizational skills, with demonstrated ability to plan, implement and manage multiple tasks.
Well-developed abilities with prioritization, time-management, sound judgment, timely follow-up and follow-through are essential.
Superior customer-service skills to include patience, compassion, humility and a positive attitude are required.
Honesty, strong work ethic, character and personal integrity, with commitment to providing the utmost professionalism, discretion and confidentiality are required.
Demonstrated leadership qualities that promote a team environment. Ability to direct, train, supervise, and coordinate staff and processes within the Business Office
Strong human relations and interpersonal skills to interact positively and effectively with diverse personalities and populations (low income, first generation, minors, adults, special needs, disabilities, etc.) are required.
Demonstrated ability to interpret, implement, and ensure compliance with Federal, State and Institutional rules and regulations.
Ability to work collaboratively with other department members is critically important.
Flexibility to work rare evening hours and occasional weekends required.

Physical Demands
The Accountant will be assigned to the West Burlington campus. Must be able to work on a basis of “available as work demands” in addition to a fixed schedule, which may include evenings and weekends. In addition, the individual in this position will actively promote a positive image for the college district.
