Job Description

Iowa Workforce Development is seeking to hire an Accountant 2 in our Accounting and Finance Division at our 1000 E Grand Ave, office in Des Moines, IA.

Overview

Prepare documents for cash and wire transfer receipts to move funds between accounts and process refunds. Perform journey level professional accounting work and coordinate accounting activities with deposits, collections, adjustment units, call center, investigations and recoveries, and data processing.

Description of Work:

Accountant 2 will prepare Unemployment Insurance (UI) payroll to go to Department of Administrative Services (DAS)-State Accounting Enterprise (SAE). Prepare daily Internal electronic transfer (IET) for child support payments and calculate, pay, and analyze federal and state withholding. Journal UI payroll to proper funds. Responsible for reconciliation and fund analysis and serve as a backup to prepare daily reports detailing the activity of the Trust Fund.

In this role you will perform journey level professional accounting work. Coordinate and maintain the UI tax accounting system as it relates to the unemployment insurance trust fund. Responsible for the review and maintenance of journals, subsidiary accounts, and ledgers. Analyze activities and performance of compliance with federal and state standards. Submit recommendations for problem resolution and reconcile all accounts used in the fund with DAS, State Treasurer's office, US Treasury and the employer's balance account.

The successful candidate will coordinate the accounting activities with those of the deposit, collections, adjustment units, call center, investigations and recoveries, and data processing section. Provide advice and guidance to coworkers in the resolution of accounting problems and answer inquiries from other section personnel concerning accounting procedures and policies. Post receipts and benefits to journals. Reconcile journals to DAS accounts daily. Correspond with State Treasurer's office regarding variances between Treasurer's records and IWD's. Verify overpayment refunds with computer reports daily. Post refunds to appropriate journals. Distribute vendor and income tax offset recoveries to correct accounts and post. Summarize journals monthly for Federal and State reporting.

Prepare documents for cash and wire transfer receipts (CR's) and to move funds between accounts as necessary using the Iowa Advantage system. Deposit refunds to State Treasurer's office. Complete returned item documents; route bank and employer/claimant records for correction. Prepare manual distribution (MD's) to transfer funds to the Trust Fund for unemployment insurance contributions, Reed Act, and Federal withholding taxes. Order funds electronically from the US Treasury for benefit payments, and transfer funds electronically to pay other states combined wage billings.

Control distribution and reconciliation of receipt books issued to all field auditors, fraud investigators, and local offices. Review date returned and overpayment database files to ensure that all receipts have been posted. Assist investigators in researching receipts when a question regarding payment arises.

Review work of Accounting Tech 2 and develop recommendations for modifications and revisions of tax accounting procedures. Implement new procedures when approved and prepare written instruction manuals for procedures relating to accounting and reporting.

Minimum Qualification Requirements

Graduation from an accredited four year college or university with a minimum of twelve semester hours (or its equivalent) in accounting, business administration or finance; course work and eighteen months of responsible experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency, public accounting firm, or private industry;

OR

substitution of work experience in the public or private sector which entailed accounting, auditing, budgeting, assessment or computation of taxes, or closely related financial functions (e.g., treasurer, comptroller, accountant, auditor, budget analyst, etc.) on a year-for-year basis for the required education (thirty semester or equivalent hours equal one year);

OR

substitution of successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting for the required education;

OR

any combination of qualifying post high school level education and experience which totals five and one-half years;

OR

employees withcurrent continuous experience in the state service that includes the equivalent of six months of full-time experience as an Accounting Technician 2 shall be considered as qualifying;

OR

substituting graduate level course work in accounting, business administration, or finance for each year of the required experience on the basis that satisfactory completion of 30 semester or equivalent hours of graduate level course work is equivalent to one year of experience;

OR

employees withcurrent continuous experience in the state service that includes the equivalent of eighteen months of full-time experience as an Accounting Technician 1 shall be considered as qualifying;

OR

Certified Public Accountants may qualify with six months of the required experience;

OR

employees withcurrentcontinuous experience in the state classified service that includes the equivalent of twelve months of full-time experience as an Accountant/Auditor 1, six months of full-time experience as an Accounting Technician 3, or twenty-four months of full-time experience as an Accounting Technician 2 shall be considered as qualifying.
